Sonic/ Electronic Weapons Attack in Cuba: 

"The US believes several State Department employees at the US embassy in Havana were subjected to an "acoustic attack" using sonic devices that left at least two with such serious health problems they needed to be brought back to the US for treatment, several senior State Department officials told CNN.
"A US government official told CNN that the who, where and when point to "an attack" -- the US is investigating whether a third country was involved as "payback" for actions the US has taken elsewhere and to "drive a wedge between the US and Cuba."
"The sophisticated device that operated outside the range of audible sound was deployed either inside or outside the residences of US diplomats living in Havana, according to three US officials.
"One official said the employees could have suffered permanent hearing loss as a result.
"The employees affected were not at the same place at the same time, but suffered a variety of physical symptoms since late 2016 which resembled concussions.
"The two-year-old U.S. diplomatic relationship with Cuba was roiled Wednesday by what U.S. officials say was a string of bizarre incidents that left a group of American diplomats in Havana with severe hearing loss attributed to a covert sonic device."  - CNN/ 8-10-17

(edited 9-28 & 9/30) & 10/25: Electronic weapons, including ultrasonic, have been an electronic mainstream of American life for some time.  Information Unlimited of New Hampshire sells ultrasonic, microwave, and electromagnetic weapons on-line, as do many other vendors.  The weapons are portable, can be small, made larger, more powerful, or they can be made by competent electricians, or computer and electronic experts anywhere. EMP bombs can disable electric grids -- airports, hospitals, large parts of our cities -- without physical damage, microwave weapons can kill, ultrasonic weapons can create debilitating nausea, hearing loss, and disabling psychological trauma. American, military-grade microwave, EMP, and ultrasonic devices are combat-level weapons. 
Without evidence, to assume it was the Cubans that were responsible for the electronic attacks is subjective.  Anyone that might have been able to travel to Cuba and/or was in Cuba could have attacked the embassy employees.   
Any statement from U.S. authorities regarding a lack of comprehensive knowledge of electronic torture, harassment, and weapons, if from experts in the FBI, State Department, and/or the CIA is disingenuous.
